Where are you starting, with a DAZ installer or a .zip file? If it's the zip, you unzip it into your main Poser folder, and everything should fall into the Runtime. If you are using a DAZ installer (where Victoria 3 is from), the installer will ask you where your main Runtime folder is and it does the rest for you. Poser 6 does have a way to install the zip through the Content Tab as well.
